Las elecciones presidenciales y parlamentarias del 16 de noviembre de 2025 marcarán el regreso del voto obligatorio en Chile. Quienes no acudan a sufragar se arriesgan a multas de hasta $99.000, aunque la ley contempla excepciones y nuevos requisitos para los votantes extranjeros.

Las próximas Elecciones a realizarse el próximo domingo 16 de noviembre Presidenciales y Parlamentarias de 2025 marcarán un nuevo capítulo en la historia electoral de Chile, con la reinstauración del voto obligatorio y la aplicación de sanciones económicas para quienes no cumplan con este deber cívico.
El Congreso Nacional aprobó recientemente el proyecto que fija multas a quienes no concurran a las urnas. Según explicó la ministra Macarena Lobos, la sanción fluctuará entre 0,5 y 1,5 UTM, equivalente a montos que van desde $33.000 hasta $99.000, dependiendo de la gravedad del incumplimiento.
El Gobierno de Chile precisó que esta medida aplicará únicamente a los ciudadanos chilenos inscritos en el padrón electoral, quedando exentos los votantes extranjeros habilitados para sufragar en Chile.
Excepciones a la multa electoral
La ley contempla diversas circunstancias en las cuales los electores podrán quedar exentos de sanción. No serán multados quienes:
- Se encuentren enfermos o imposibilitados de trasladarse el día de la votación.
- Estén fuera del país durante la jornada electoral.
- Se ubiquen a más de 200 kilómetros de su local de votación asignado.
- Cumplan funciones electorales, de acuerdo con la Ley N° 18.700.
- Presenten una discapacidad certificada o impedimentos graves acreditados ante el Juzgado de Policía Local.
Cambios en el voto extranjero
Junto con la reintroducción del voto obligatorio, el Congreso aprobó una modificación a los requisitos de residencia para los extranjeros que deseen participar en futuros comicios.
Hasta ahora, bastaba con acreditar cinco años de residencia temporal en el país. Sin embargo, con la nueva normativa se exigirá residencia definitiva de al menos diez años.
Este cambio no se aplicará a las elecciones de 2025, sino que entrará en vigor en 2026, afectando los próximos procesos electorales.
