Las modificaciones a la Ley de Pago de Pensiones de Alimentos resultaron hasta la entrada en vigencia del Registro Nacional de Deudores (Ley 21.389), posterior a eso, la bullada Ley de Responsabilidad Parental y Pago Efectivo de Pensiones de Alimentos, (Ley 21.484), que tenía como finalidad justamente hacer efectivo los pagos, ha resultado todo lo contrario, pues se estableció una serie de compromisos que involucran un mayor trabajo de los funcionarios, más protagonismo de los Tribunales de Familia y una celeridad por medio de la interconexión con los bancos e instituciones financieras que al final no resultó.
Conclusión, funcionarios de los Tribunales de Familia colapsados, un sistema más lento que antes, resoluciones sin sentido, atrasos no solo en los pagos de las deudas de alimentos históricas, sino que también en las mensualidades normales. La esperanza de poder avanzar hacia un sistema que persiga el patrimonio del deudor más que sus apremios personales se convirtieron en una quimera, las retenciones de fondos duermen en los Tribunales y ni hablar de poder cobrar por medio de los fondos de capitalización individual obligatoria de las AFP, para eso hay que cruzar el desierto.
En fin, una Ley que lo único que consiguió fue empeorar el sistema de Tribunales de Familia, y retrasar los ya más que retrasados pagos de las pensiones de alimentos.
